Brigadier General George H. Walter commands the U.S. Army Corps of Engineers Southwestern Division, headquartered in Dallas, Texas. Colonel Seth W. Wacker is the Deputy Commander of the Southwestern Division, U.S. Army Corps of Engineers. In his position, Col. Wacker provides guidance and direction to six operating district commands. Four of these districts are within the Continental United States: The Fort Worth and Galveston Districts in Texas, the Little Rock District in Arkansas, and the Tulsa District in Oklahoma. Within the CONUS area of responsibility, the Division’s reach covers all or portions of six states—encompassing approximately 376,300 square miles, or about 10 percent of the nation’s land area—and serving roughly 36.3 million people, about 11 percent of the U.S. population.

Kalli Egan is serving as the Interim Director of the Regional Business Directorate for the U.S. Army Corps of Engineers, Southwestern Division. He is responsible for the development and execution of Civil Works, Military Missions and Interagency Support within the Division. He provides leadership and supervision for the Southwestern Division Programs Directorate and has staff oversight for programs, planning, and project management activities in the division’s six district offices.

CSM Michael Arroyo

Command Sergeant Major Michael Arroyo assumed duties as the senior enlisted advisor for the U.S. Army Corps of Engineers Southwestern Division on August 5, 2025. His appointment followed a ceremony in which the Transatlantic Division formally transferred authority to the Southwestern Division. Prior to this role, CSM Arroyo served as the senior enlisted advisor for the Transatlantic Division beginning November 7, 2024. A native of The Bronx, New York, he enlisted in the United States Army in June 1998 as a horizontal construction engineer.
