Mr. Richard Byrd currently serves as the Southwestern Division’s Regional Business Director.  He manages the strategic direction, technical engineering support, and financial operations of the Regional Business Center (RBC). He is responsible for performing strategic evaluations of long-term workload trends, shaping and training the regional workforce, and promoting and managing workload sharing between districts and with other RBCs as the region executes a program of more than $14 billion including Civil Works, Military Programs, Interagency Support, and Environmental Programs. Mr. Byrd was selected to the Senior Executive Service January 16, 2022.  

Prior to his current assignment he served as the Deputy District Engineer and Chief of the Program and Project Management Division, U.S. Army Corps of Engineers, Far East District, headquartered at Camp Humphreys, Korea. 

As the Deputy District Engineer, Mr. Byrd oversaw the planning, design and construction of military, environmental and host nation funded construction programs in Korea. He was responsible for the execution of just over $8 billion of projects in design and construction for Army, Air Force, Navy, Marine Corps and Defense Agency customers.

Prior to his assignment as the Deputy District Engineer, Mr. Byrd served as the Far East District PPMD Branch Chief for the Army, Navy, and Marine Branch.  His previous assignments with the Corps include Deputy Chief of the Missile Defense Branch for Europe District, Chief of Contract Administration, Administrative Contracting Officer, and Project Engineer in the Seattle District.

Mr. Byrd is a 1994 graduate of the Indiana Institute of Technology with a Bachelor of Science degree in Business Administration and a 2000 graduate of the University of Oklahoma with a Master’s degree in Construction Management. His certifications include Project Management Professional (PMP), Certified Construction Manager (CCM) and Designated Design-Build Professional (DBIA). Mr. Byrd served 24 years in the U.S. Army as an enlisted soldier and an Engineer Officer.  His awards include the Bronze de Fleury Medal from the Engineer Regiment, U.S. Army Bronze Star, Ranger and Sapper tabs and the Combat Action Badge.
