Ray Russo is the Acting Director of the Southwestern Division’s Regional Business Directorate. In this position, he manages the operations of the Regional Business Center and oversees three Divisions: the Business Technical Division, Business Management Division, and Business Resources Division. He serves as the lead liaison efforts between regional boards and functional boards synchronizing activities with a particular focus on regional issues.
Prior to his selection for this position, he served as Chief of Civil Works Integration Division for the U.S. Army Corps of Engineers Southwestern Division, which he assumed in 2006. As the Chief of Civil Works, Mr. Russo was responsible for budget development, defense and program execution of the Civil Works program within Southwestern Division.
Mr. Russo has worked for the Southwestern Division since 1991, first as a Lead Engineer Manager and, prior to his current position, as a Program Manager for the Civil Works program. Mr. Russo’s other notable positions include Policy Analyst at Headquarters, USACE in Washington D.C., Project Manager with the Forth Worth District Corps of Engineers and Civil Engineer with the Fort Worth District Corps of Engineers.
Mr. Russo has a Bachelor of Science Degree in Civil Engineering from Texas Tech University and is certified as a Professional Engineer from the State of Texas. He is an active member of the Society of American Military Engineers.
