DALLAS--Michael C. Sterling, PhD, the chief of the Water Management and Infrastructure Branch, Southwestern Division, U.S. Army Corps of Engineers in Dallas, has been named the 2015 Black Engineer of the Year for Professional Achievement (Government Category) during the 29th Annual Black Engineer of the Year Awards (BEYA) ceremony in Washington D.C.
