Environmental Support for Others

The Southwestern Division provides a wide range of comprehensive planning, design, construction and engineering management support to the non-DOD government agencies, States and tribes under its Environmental Support for Others mission.   The Thomas Amendment, Section 211, Water Resources Development Act of 2000, discusses when the Corps can provide specialized or technical services to a state or local government.  SWD’s clientele include the Department of Homeland Security, Department of Energy, Federal Emergency Management Agency's (FEMA), and the EPA Region 6 Brownfields Program and Resource Conservation, Recovery Act (RCRA) Cleanup program and Emergency Support Functions 10.

Some of the Southwestern Division’s notable support to our clients include environmental planning and compliance support to the Customer Border Patrol for the construction of the Border Fence, Border Patrol Stations, land ports of entry, checkpoints and border infrastructure, Hazardous waste recovery and management support to EPA Region 6 during Hurricane Katrina, Rita, Gustav and Ike recovery, Support during the Columbia Space Shuttle response and recovery mission and the Oil Pollution Act of 1990 (OPA 90) program.
