Historic Transfer of Authority

On August 5, 2025, the U.S. Army Corps of Engineers conducted a historic Transfer of Authority ceremony in Winchester, Virginia, marking the official transition of mission oversight of USACE operations in support of U.S. Central Command and U.S. Special Operations Command from the Transatlantic Division, which has led this effort for more than 15 years, to the Southwestern Division.

Following the transition, the Middle East District and the Transatlantic Expeditionary District will seamlessly continue operations under the leadership of the Southwestern Division. This realignment strengthens enterprise-wide efficiency and ensures enduring, focused support to U.S. forces and mission partners across more than 21 countries in the Middle East, Central and South Asia, and the Levant.

Throughout the next few weeks, the Southwestern Division's website will be undergoing updates and changes to reflect the new responsibilities as we continue the legacy and support the ongoing work of the Southwestern Division's two newest districts.

Joe Hardin Lock and Dam, more popularly known as Pool 3 is one of the Arkansas River's 18 locks and dams. Vacationers and thrill-seekers can enjoy an unforgettable overnight camping experience at Rising Star Park, on the shores of Pool 3. Few sights are more magical than witnessing the sun sinking into the glistening lake.

Pool 3 of Arkansas River is named after the civic leader and politician Joseph Carrol Hardin. Hardin is most popularly known for running for governor against Orval Faubus in 1960.
